In 2021, we launched D4WN in partnership with UX and Data Elevates, a co-created initiative designed to transform data generated by the mobile platforms Biscate and Con‑Héctor into personalized information that strengthened decision-making for people in informal work settings. Recognized by data.org, this initiative promoted equity and generated grassroots intelligence through the lens of economic citizenship.
We developed D4WN as an integrated data intelligence system that connected large-scale user records from Biscate—a USSD/SMS service that does not require internet access—and Con-Héctor—a virtual assistant on WhatsApp. We applied real-time analysis, data visualization, and recommendation algorithms to generate useful information: peak demand times by trade, regional wage comparisons, and personalized advice to strengthen users’ professional profiles.
This technology platform was supported by data.org through the Inclusive Growth and Recovery Challenge, with Recovery and Impact funding. In its initial phase, we surpassed 55,000 registered users, facilitated more than 216,000 job opportunities, and received feedback through over 176,000 interactions. At the same time, we integrated tools such as auto-generated résumés and digital business cards to help professionalize users.
By combining data science with human-centered design, we helped democratize access to key information that supports improved income and labor participation, with a strong focus on gender equity.
