One of the most efficient and effective social protection programs in Africa is the Productive Social Safety Net (PSSN) program in Tanzania, which is under the responsibility of the Tanzania Social Action Fund (TASAF). PSSN aims to improve access to income earning opportunities and socio economic services for targeted households below the poverty line¨PSSN consists of conditional cash transfers (CCT) complemented by public works (PW). An additional “layer” to this safety net program is the Livelihoods Enhancement (LE) component, which is being designed using the lessons of the Graduation approach. The goal is to promote resilience and diversify income generation activities. Based on Fundación Capital´s experiences in Latin America, which integrate a productive component into existing social protection systems with an adapted “Graduation approach,” Fundación Capital is contributing to the design livelihoods enhancement, in particular the training and coaching component of livelihoods.
